Azerbaijan Again Resorting to Caviar Diplomacy, Says Karabakh President Spokeman

STEPANAKERT (News.am)—Davit Babayan, spokesman for President Bako Sahakyan of the Nagorno-Karabakh Republic, said on Wednesday that the Parliamentary Assembly of the Council of Europe’s (PACE) pro-Azerbaijan stance is evident, commenting on PACE representative Milica Markovic’s meeting with Azerbaijani Foreign Minister Elmar Mamedyarov.

“Horrible things have recently been going on in Azerbaijan in terms of human rights. PACE is an institution, which is called to react; its [passive] reaction means that Azerbaijan is again resorting to its developed strategy of caviar diplomacy, using the gastronomical preferences of the European officers,” Babayan said.

Commenting on the Sarsang Reservoir and allegations against Azerbaijan of, “depriving the residents of Azerbijan’s border villages of potable water,” Babayan stressed that the Armenian side cannot allow an unfriendly state to encroach on the water security of Armenia and Karabakh.

Babayan also said that rivers which flow into Armenia’s Lake Sevan and provide 80% of the country’s water resources come from Karvachar.

“As to Sarsang, Stepanakert has repeatedly stated that it’s ready to regulate the issue of water resources, but measures on strengthening trust are needed first. The solution of the issue is possible for us only on the basis of equality,” Babayan said.
