STEPANAKERT—Private of the Artsakh Defense Army Vahagn Eloyan (born in 1992) was killed after Azerbaijani soldiers fired at his position at 6 p.m. on Sunday, reported the Artsakh Defnse Army press service.

An Investigation into the details of the incident is underway, according to the ministry, which offered condolences to Eloyan’s family and friends.

Artsakh President Bako Sahakian on Monday posthumously awarded Eloyan with the “For Service in Battle” medal for bravery and service to the homeland.

This most recent death of an Artsakh soldier prompted Armenian Foreign Ministry spokesperson Tigran Balayn to say that establishment of an atmosphere conducive to peace talks is key to achieving progress in the Karabakh conflict resolution process.

Balayn said such actions, ahead of the OSCE Minsk Group Co-Chairs’ visit to Armenia, was “yet another provocation on Baku’s part aimed at aggravating the situation in the region and disrupting the implementation of agreements that would help ease tensions.”

He said that the incident comes to prove the importance of respecting the 1994-1995 agreements on establishment and respect for the Karabakh-Azerbaijan ceasefire, implementation of the agreement on creation of investigation mechanisms reached during 2016 and 2017 summits, expansion of the Office of the Personal representative of the OSCE Chairman-in-Office.

“We have declared on many occasions that establishment of an atmosphere conducive to peace talks is key to achieving progress in the Karabakh conflict resolution process. Such actions by Azerbaijan actually pursue the opposite goal,” said Balayan said.

He added that the responsibility for the possible consequences of the provocation lies entirely with the Azerbaijan.
