OSCE Plan Welcomed

YEREVAN (AP)–Armenia and Azerbaijan have both expressed interest in a new plan proposed by US–French and Russian mediators for settling the dispute over Nagorno-Karabakh–a negotiator said Tuesday.

The three co-chairmen of a negotiating team from the Organization for Security and Cooperation in Europe visited Armenia on Tuesday to present the latest plan. They had discussed the proposal with Azerbaijan the day before.

The plan would give broad autonomy to Nagorno-Karabakh–a mostly Armenian enclave inside Azerbaijan–but keep it part of Azerbaijan–news reports said.

Presidents Haydar Aliyev of Azerbaijan and Robert Kocharian of Armenia considered the ideas ”very serious and quite novel,” and promised to study them carefully–said the Russian chairman of the talks–Yuri Yukalov.

Few details of the plan were available. ”We agreed that the talks will be strictly confidential,” Yukalov said.

The OSCE’s latest proposals also pay special attention to refugees displaced by the war between the neighboring former Soviet republics–the French chairman–Georges Vaugier–has said.

Yukalov–Vaugier and their American co-chairman–Donald Kaiser–will also visit Nagorno-Karabakh to share the proposal with the leadership there.
