Kocharian Calls on Media to be Fair on OSCE Proposal

YEREVAN (Noyan Tapan)–At a meeting with journalists Saturday–President Robert Kocharian–urged the press to be fair and utilize caution and restraint in assessing the newly proposed peace plan by the Minsk Group of the Organization for Security and Cooperation in Europe.

Kocharian described the new OSCE proposal as "quite interesting."

"We have never had such realistic and novel approaches. The proposals are quite interesting and if Azerbaijan accepts them–I believe the talks may yield positive results," said Kocharian.

The president stressed that unlike previous proposals–the current package addressed the equality of parties to the conflict.

"None of the conflicting sides can depend on or dictate to the others. The document proved that co-chairmen fully observed this principle and we view this as an important sign," Kocharian stressed–adding that "the most important task now is–that people negotiating on the spot should not become hostages to varying political assessmen’s and commentaries."

At the same meeting Kocharian also voiced his objection to a possible dismantling of the Interior and National Security Ministry into two separate entities.

When asked about his willingness to express his viewpoint at the National Assembly–the president said that the different branches of power should not interfere in each other’s domain.

The president added–however–that if the National Assembly were to adopt a measure dividing the ministry–he would veto the bill.

The Hayrenik faction in parliament–comprised mainly of supporters of the former regime–advanced the legislative initiative. The National Assembly has not discussed the bill yet. The Parliamentary Committee for Defense–Internal affairs and National Security has not given its consent to placing this issue on the agenda.
