Karabakh Official Hails European Parliament’s Resolution

YEREVAN (Noyan Tapan)–Chairman of the Foreign Relations Committee of the Karabakh Parliament Boris Aroushanian said that the fact that more "impartial approaches can be observed in the positions of the European powers as mediators to developing the basis for resuming the negotiations on the Karabakh settlement gives hope," referring to the European Parliament’s March 11 decision to approve the plan for a peaceful settlement of the Karabakh conflict proposed by the OSCE Minsk Group.

Aroushanian said that mutual compromises should be laid as the basis for the settlement; otherwise–the solution to the problem by force will be inevitable. Aroushanian expressed bewilderment over Azerbaijan’s rejection of the latest initiative of the international mediators–saying "the proposals made by the OSCE Minsk Group co-chairmen are not the final solution to the problem–but are only the basis for resuming the negotiations during which the framework of compromise should be determined."

Aroushanian called somewhat alarming the negative outlook expressed by the Azerbaijani politicians about the resolution–in particular–that of Azerbaijan State Foreign Policy Advisor Vafa Guluzade–who defined it as "an empty document that means nothing." The parliamentarian said that Azerbaijan–disregarding any compromise–acts as if it was Nagorno Karabakh rather than Azerbaijan that was defeated in the war. Aroushanian believes that Baku’s refusal to resume the negotiations is an unequivocal testimony to the fact that it hopes to gain time–wait until a favorable situation and solve the problem in its favor. "Such policy has no prospects," Aroushanian said.
