Elections in Armenia: OSCE Has Two Distinct Tasks

YEREVAN (Noyan Tapan)–The OSCE/ODIHR provided the following clarification on the training of the Regional Election Commissions in Armenia:

"A special OSCE/ODIHR Technical Assistance Team has been involved in planning–organizing and conducting training for REC members. The team has worked in close cooperation with the Armenian Central Electoral Commission–as part of the implementation of the Memorandum of Understanding signed between the Republic of Armenia and the OSCE Office for Democratic Institutions and Human Rights–and will depart from Armenia upon completion of the training.

"This technical assistance team is entirely independent from the OSCE/ODIHR Election Observation Mission–which was established on April 19–1999 to observe the May 30–1999 Parliamentary elections. The election observation mission will assess the election process in Armenia in relation to OSCE commitmen’s and the relevant Armenian legislation. On polling day and during the following days the mission will observe the vote–count of the ballot–transportation of the election materials from the polling stations to the 11 Regional Election Commissions and the tabulation. This election observation mission is prohibited from assisting the Armenian authorities by its mandate–which excludes any interference with the election process."
