4th International Seminar On Constitutional Justice Begins

YEREVAN (Noyan Tapan)–International seminar "Problems of Settlement of Disputes Regarding Powers within the Constitutional Court" started Monday in Yerevan. The seminar in which representatives from 14 countries are participating–was attended by vice-speaker of the National Assembly of Armenia Yuri Bakhshian–speaker of the National Assembly of Karabakh Oleg Yessayan–Prosecutor General of Armenia Aghvan Hovsepian–minister of justice David Haroutiunian and other officials.

In his report Chairman of the Constitutional Court of Armenia Gagik Haroutiunian drew participants’ attention to the fact that in Armenia "the system of the constitutional justice is disfigured because of the ungrounded narrowing of the category of those who can apply to the Constitutional Court and upset balance of powers." Haroutiunian said that under constitutional reforms proposals have been made to add a provision–reading: "the Constitutional Court settles disputes about constitutional powers of state bodies and on the inquiry of the president of Armenia–National Assembly–the Government provides commen’s in the event of such disputes" to Article 100 of the Armenian Constitution. According to Chairman of the Constitutional Court–by giving such powers to the Constitutional Court–it will be possible to find not only precise legal solutions to political disputes–but also prevent from various cashes and irrational developmen’s.

The current seminar organized by the Constitutional Court of Armenia and the European (Venetian) Commission "Democracy through Law" of the Council of Europe was the fourth one. The next–fifth seminar will be held in 2000. The seminar’s subject will be "Tendencies of Constitutional Justice Development in the New Millennium."
