The General Assembly–which this year convened with the motto of "For a More Humane Society… For a More Just World," attracted more than 1,200 delegates representing 143 political parties and guest organizations from 130 countries.

The Assembly convened with remarks by outgoing chairman Pierre Moreau. An address by secretary-general of the French Socialist Party Francois Holland followed the welcoming remarks.

Present at the assembly are French prime minister Lionel Jospin–German Chancellor Gerhardt Schroeder–British Prime Minister Tony Blair–Austrian Chancellor Viktor Klima–Italian prime minister Massimo d’Alema–Greek prime minister Costas Simitis and Portuguese prime minister Antonio Gutierrez–who is slated to become the next chairman of SI.
