Ghoukassian Pardons 16 Prisoners

STEPANAKERT (Noyan Tapan)–Nagorno-Karabakh Republic President Arkady Ghoukassian issued a decree Saturday pardoning 16 prisoners.

The decree pardons the prisoners based on their family situation–their active participation and fighting in the Karabakh liberation movement and self-defense operatations–as well as good behavior in prison.

The decree also stays two death sentences and reduces the punishmen’s to 15-years imprisonment–the highest punishment in Karabakh after the death penalty.

Partial pardons were also granted to six prisoners–while six others were refused pardon.
