Hovanessian Meets With Citizens’ Groups

YEREVAN (Noyan Tapan)–The Armenian Revolutionary Federation Executive Council of Armenia made a decision under which receptions of citizens are held at the party’s office. On January 20–Chairman of the Parliamentary Committee for Defense–Internal Affairs and National Security–representative of the ARF Executive Council–Vahan Hovanessian held such a reception. Attending the reception was also a Noyan Tapan reporter.

More than 20 citizens presented various problems. In particular–the representative of the "Women of Armenia" organization–Zhanna Manoukian raised the issue of exempting the organization from the rental fee. An Armenian from Iran–Joseph Yarijanian complained that different kinds of procrastination–including on the part of the judicial bodies–prevent him from running his business in Armenia.

Hovanessian pointed to the increase in the number of complaints about the heating of buildings. In particular–residents of some buildings paid for heating 70 percent to 80 percent of the required sum–but their buildings are not heated–as they are connected to the same heat-supply line as the buildings that did not pay for the heating–"which–of course–is inadmissible."

Numerous are also citizens’ complaints about social allowances. There are single old people who live on miserable pensions and were once put on the lists of the "Paros" system and later of the social allowance system. But–then they were struck off the lists–because besides them other persons are also registered in their flats. According to Hovhannessian–there are frequent cases when children who go abroad do not in any way help their old parents–and it is almost impossible to cancel their residence permits–"so much more that it is males that are registered at the flats. Their residence permits are possible to cancel only with the permission of military registration and enlistment offices. But if a person avoids being called up–he will never come to the office."There is a considerable number of such cases–and a solution to this problem should be found: the process of canceling residence permits should be simplified–and I intend to raise this issue in Parliament," Hovanessian said.
