Sargsyan Vows to Continue Brother’s Work

YEREVAN (Noyan Tapan)–"I am sure that I can realize the plans of Vazgen Sargsyan," Prime Minister Aram Sargsyan said in an interview to the "Hayastani Hanrapetutiun" daily.

The premier tied the country’s economic development to the settlement of domestic and foreign political problems.

The most important–in the prime minister’s opinion–is the establishment of an atmosphere of confidence–that may be followed by new investmen’s.

Aram Sargsyan announced the establishment of a commission to ease the tax burden and regulate the activities of 44 supervisory organizations.

The president will prepare a decree on the results of the commission’s work under which checkups at enterprises that have no debts to the budget inspections will be made once a year.

Economic divisions have been abolished within the structure of the 6th Department of the Interior and interior officials are no longer entitled to inspect establishmen’s.

At the same time departmen’s to work against corruption and control the use of credit funds have been set up at the Ministry of the Interior.

The prime minister said that 24 ministries are too much for a country with an economy the size of Armenia’s. Sargsyan said he needs some time to get acquainted with the work of the ministers.

"Each minister should do his job well and if he cannot do so–he must resign voluntarily," he said.

Sargsyan said that funds are expected from the government that will become available after the approval of the 2000 budget.

Problems exposed will be summarized and solved in a legislative manner. At the same time–the prime minister called on competent people to present proposals on how to end the current situation in the country.

Aram Sargsyan did not regard Constitutional reforms as a primary necessity.

He denied allegations that he is at odds with the president–saying that differences–if any–were "of a structural nature and were not conditioned by personalities."

Describing as natural the calls for the president’s resignation voiced after the October 27 events–the premier at the same time spoke against the president’s resignation.

The decapitation of the "Unity" bloc will not consign to oblivion the programs proposed by it–declared Sargsyan. Regarding the events of October 27 as political–he said that delays in the investigation are natural.

He explained his unwillingness to learn the details of the investigation by fear to generate additional vice.
