Government Must Return to People Says Hakopian

YEREVAN (Noyan Tapan)–Speaking at the opening of the 11th National Democratic Union Congress–Armenian Revolutionary Federation Executive Council of Armenia member and a deputy in the National Assembly Rouben Hakopian urged that the government must return to the people.

"The time has come to return the governing of this country to the people–and our goal is to create such mechanisms which will allow this took place without conflict," said Hakopian who characterized the Armenia’s current situation as a crisis.

Hakopian pointed out that within the current situation the people are not participating in the disagreemen’s between the various poles in the government.

The ARF leader suggested that political forces in Armenia have the mandate to attempt to unite forces in order for Armenia to emerge from the crisis. He expressed optimism that such an effort would be possible.

"We need to correctly formulate the methods and decide mechanisms to carry that out," added Hakopian.

The 11th NDU congress began in Yerevan on Friday. In a report–the party’s leader Vazgen Manoukian analyzed the political and economic situation in Armenia–describing the system of power as a sickness called "military-feudal clan system."

Manoukian explained that after gaining independence the country found itself in a situation where a group of people monopolized rights and power to dictate their will to the nation. The biggest achievement was the independence and the victory in the war belongs to the entire nation and not to a separate group of people.

"Those who fought in the name of the homeland should enjoy both public respect and privileges," Manoukian emphasized–adding that these privileges must be granted by the state and not in an illegal manner.

The NDU leader also said that following the Oct. 27 events all proposals regarding the establishment of a coalition government failed and the Unity bloc remained in command. The involvement of an NDU member in the government was conditioned by the desire to stop the country from falling apart.

However–the recent two weeks showed how acute the confrontation between the two branches of power is and that it threatens our country with collapse.

He urged the party to spare no effort in eliminating the hostile atmosphere in the country. The NDU is extending a hand to all political forces to further the cause.

Prime Minister Aram Sargsyan’s greeting were also read at the congress.
