Azeri Recognition of Karabakh Inevitable Says Naira Melkumian

STEPANAKERT (Noyan Tapan)–"Today the Nagorno-Karabakh Republic is actually a half-recognized country which is consistently moving towards its goal–independence," Karabakh Foreign Minister Naira Melkumian said in her interview to the Nagorno Karabakh Republic National Television March 9.

She expressed confidence that the time will come when Azerbaijan will admit the necessity for recognizing Karabakh’s independence.

"It depends on the development of democratic processes in Azerbaijan. If Azerbaijan is able to becomes a civilized state–it will be the first to recognize the independence of a country that does not wish to live under the same roof. Such a step on Azerbaijan’s part will lay the foundation for peace and stability in the region," Melkumian said.

Melkumian stressed that the resumption of the negotiating process is more crucial for Azerbaijan which continues to sustains huge losses–particularly economic–as a result of the Karabakh conflict.

She said that Azeri authorities’ real assessment of the current situation and the steps taken towards establishing normal relations with Nagorno Karabakh and Armenia will promote stability and development in the region.

As for the possibility of the conflict being resolved by force–Melkumian said that the current domestic political situation in Azerbaijan and the state of the Azeri army shows that Baku is not ready for a large-scale war.

"I hope that they understand that new tension will result in another army of refugees from operationally active territories–and Azerbaijan will be plunged into darkness and chaos again," said Melkumian.

This statement comes on the heels of renewed international efforts to resolve the Nagorno-Karabakh conflict and is an articulation of Karabakh self-determination.
