Karabakh Parliamentary Elections On Schedule

STEPANAKERT (Noyan Tapan)–A news conference with the Speaker of the Nagorno Karabakh Republic National Assembly Oleg Yesayan March 18 was dedicated to the forthcoming Parliamentary elections.

Yesayan pointed out that during the last two years–the National Assembly adopted 104 laws–created the necessary legislative basis for economic and judicial reforms–conducted foreign-policy activities–and established close cooperation between the Karabakh legislative and executive powers.

Addressing the forthcoming elections–Yesayan stated that despite the claims of the Armenian media–the elections will not be postponed. The election date will be set by the National Assembly in late March or early April.

Stressing the importance of the Law "On the elections of the Nagorno Karabakh Republic Parliament members" adopted by the Parliament on March 15–Yesayan pointed out that the new law considerably differs from the previous one–taking into account the recent changes in the domestic political sphere. Yesayan said the new law regulates the participation of all the political parties in the elections and provides for more effective election monitoring mechanisms.

The speaker stressed that the two election bills submitted to the National Assembly primarily differed regarding election procedures.

"We cannot be oblivious of the seven registered political parties–but it is inadmissible to ignore the fact that they are still in the process of developing–and are unable to assume the responsibility for the country if they win the elections," Yesayan said. This is the reason that most Parliament members supported the majority election system commented Yesayan.

Responding to the opponents of the majority election system who believe the new law means lagging behind the democratic norms–Yesayan pointed out that "unfortunately–we are not among developed countries yet and we have to consider the real state of affairs."
