Kocharian Issues Decree on Foreign Policy

YEREVAN (Noyan Tapan)–President Robert Kocharian issued a decree Friday–on the duties of the executive branch in coordination of Armenia’s foreign policy activities.

The decree–which aims at coordinating the activities of all executive branch offices–vis–vis the nation’s foreign policy concerns.

The presidential decree–from the onset–establishes that the ministry of foreign affairs is the highest entity which deals with foreign governmen’s and international organizations in forging relations. Furthermore–the decree aims at coordinating the responsibilities of other executive branches offices with the foreign ministry in their dealings with international entities.

In signing accords and agreemen’s–all executive branch offices must coordinate efforts with the foreign ministry–the decree outlines.

Armenian embassies and consulates also must coordinate and take the queue from the foreign ministry and will undertake orders and policies set forth by the president–the prime minister and the foreign ministry.

The decree also stresses that all announcemen’s made regarding Armenia’s foreign relations may only emanate from the president–prime minister–foreign minister and others that have been empowered by the president.

Invitation to foreign visitors must be presented to the president and prime minister–in concert with the foreign ministry.

All messages and correspondence with foreign countries by the president and the prime minister must be coordinated with the ministry.

According to the decree–the foreign ministry has one month to propose a mode of operation to the presidential staff regarding this decree. The foreign ministry also should report all entities that veer from this decree to the presidential staff.

The decree went into effect immediately following the presidential signature.
