Hovanessian Supports Kocharian Security Proposal

YEREVAN (Noyan Tapan)–Chairman of the Parliamentary Committee for Defense–National Security and Internal Affairs Vahan Hovanessian made a positive assessment of Armenian President Robert Kocharian’s latest proposal on the principles of building a security system in the South Caucasus.

"The president was right in pointing out that in the South Caucasus any attempt of any force or country to sideline another country from the regional processes–which has been done in relation to Armenia–is an illusion doomed to failure," Hovanessian told Noyan Tapan.

During his March visit to Georgia– Kocharian proposed a new formula for the security system in the South Caucasus: "3+3+2". It implies the involvement of the three countries of the South Caucasus–Armenia–Georgia and Azerbaijan; their neighbors–Russia–Turkey–Iran; as well as the European Union and the US.

Hovanessian holds the opinion that the Armenian president’s proposal should be welcomed in the sense that under the proposed formula–each country will have its own place in the security system–and none of them will think that its geographic location and share of natural resources will enable it to dictate its political will to any country in the region–in particular–to Armenia.

Hovanessian believes that none of the countries of the region should think that its having an exit to the sea and oil resources can be used as instrumen’s for exerting pressure on Armenia. "We will not allow it to happen," he said. On the other hand–if this cooperation or security system in the South Caucasus involves Turkey in any way–then Armenia has many other problems–as to establish such relations or cooperation with Turkey–Armenia has to settle certain issues. In turn–Turkey has to ask some questions.
