Head of Presidential Human Rights Commission Back from Karabakh

YEREVAN (Armenpress)–The head of presidential human rights commission Paruyr Hairikian–who led a delegation to the Karabakh capital of Stepanakert to meet with Samvel Babayan–now standing trial–also met with Babayan’s brother Karen the former mayor of Stepanakert–also accused of abusing power and public funds embezzlement.

Hayrikian said that Karen Babayan had been complaining that investigation into his case had been completed a long time ago but the case was not sent to court. He also said that he was not allowed to have daily walks in the jail courtyard and receive food parcels from his relatives.

According to Hayrikian–Karen Babayan was so depressed that he could hardly recognize him. As to the meeting with Samvel Babayan–Hayrikian said the judge hindered the delegation’s meetings with him. In the end the meeting took place in the court room in the presence of a cohort of police officers.

Hayrikian said he also had a private talk with Samvel Babayan and the latter said that he had been kept in an isolation cell for seven months and was not allowed to receive newspapers and very often was deprived even of food.
