Parliament Leaders Decry 907 Waiver

YEREVAN (Noyan Tapan)–"After the September 11 acts of terrorism in the United States–geopolitical changes are being observed in the world and by the waiver of Section 907–which is part of the anti-terrorist measures taken by the United States–Azerbaijan will receive financial aid provided that it will not be directed against Armenia," said Hovhannes Hovhannissian–Chairman of the Parliamentary Standing Commission on Foreign Relations.

Hovhannissian continued by saying that–"US authorities must be cognizant and alert when providing assistance to Azerbaijan–and it must monitor the aid and make sure that it is not being directed against Armenia. This is clear and stipulated–but the US has not clearly states the fact that military aid should not be directed against Nagorno Karabakh. Otherwise–the region will be faced with the probability of military operations. To maintain the regional stability–the waiver must ban the use of the military aid against Karabakh as well," said the chairman.

Hovhannissian pointed out that his commission is preparing a report stating these facts to the US Congress.

Together with Hovhannissian–Chairman of the Standing Commission on Defense–National Security and the Interior Affairs Vahan Hovanessian told journalists on Tuesday that–"The formulations of the US Senate and the Congress concerning the temporary waiver of Section 907 to be stipulated by the legislation arise serious concern."

Vahan Hovhannissian is especially upset by the fact that the point under which the military assistance to be rendered to Azerbaijan for the anti-terrorist struggle must not be used against Armenia was included in the resolution with great difficulty and hesitation. "We can see no hope of mentioning Karabakh–while the former is senseless without Karabakh. If Azerbaijan uses the received military assistance against Karabakh it is absolutely the same as a war against Armenia," said Hovanessian. He believes that the resolution’s stipulated provision under which Azerbaijan is entitled to use the assistance to defend its borders may stretch it to justify using aggression against Karabakh–since Azerbaijan has the mistaken idea that Karabakh is still within its borders.

"I don’t want to believe that the US is going to support Azeri aggressions–but if the bill does not ban aggressions against Karabakh than my assumption will be proven true," added Hovanessian. EU Says Turkey Must Do More on Rights

The commission chairman also said that the Armenian president as well as the legislative and executive bodies did not wish to focus the people’s attention on such subtle issues–and the silence of the Armenian government officials was because it did not want to create any obstacles for its American
