YEREVAN (Noyan Tapan)–Armenia currently occupies a leading place among the CIS countries because of its economic reforms and its efficiency–said the US Ambassador to Armenia John Ordway at the US Chamber of Commerce in Armenia on Wednesday. During the seminar "E-Governance Solutions for the Rule of Law," the ambassador also pointed out that there are a number of factors standing in the way of foreign investmen’s in the republic. In particular–the incompatibility of laws and sublegislative acts; the unpredictability of future investmen’s; and the lack of control over the enforcement of the law. According to Ordway–these factors may cause investors to move their business from Armenia to other countries.
According to Chairman of the US Chamber of Commerce in Armenia Thomas Samuelian–one of the options for solving this problem is establishing a rule of law by means of e-governance and control over its application–which implies placement of all legislative documen’s of the republic on the Internet. According to Thomas Samuelian–the public should have access to the documen’s to have an opportunity to take part in the process of writing and adopting laws.
Armenia’s Deputy Minister of Industry and Trade Armen Grigorian said that the creation of such a system is a problem for Armenia. Currently–the Armenian government is taking steps towards establishing and introducing a local information network. If this initiative proves to be successful–the establishment of rule of law by means of Armenia’s computer system and control over its application will become possible in a few years.
