Armenian Proposals Included CIS Assembly Declaration

YEREVAN (Noyan Tapan)–At a March 4 conference–members of the Armenian delegation Hmayak Hovhannissian and Vahan Hovanessian stated that the proposals of the Armenian Parliamentary delegation were included in the declaration worked out at the joint meeting of the Commission on Political and International Cooperation and the Commission on Defense and National Security of the CIS Interparliamentary Assembly held in St. Petersburg February 25-26.

According to Hovhannissian–the goal of the joint meeting was to work out the documen’s to be submitted for the discussion of the international forum–devoted to the struggle against international terrorism. The forum will be held in late March. The forum–held on the initiative of the Parliamentary Assembly of the CIS and the CE–as well as a number of other parliamentary international organizations–aims to accept the definition of the concept "international terrorism" since its absence from the international legal experience may enable a country to interpret the concept according to its own interests.

Hovhannissian said the idea of the proposals made by the Armenian side is that besides the theses on territorial integrity and sovereignty–the document must also include other principles–accepted by the international community in the sphere of human rights. Unlike these proposals–which were completely included in the text of the document–the proposal of the Azeri delegation was rejected–in which they menaced the separatism of territorial integrity and sovereignty saying that separatist forces contribute to the activities of terrorists.

Vahan Hovanessian pointed out that the issues discussed during the forum will be connected with the financial sources of organized crime and terrorism–prevention of terrorism and international cooperation in anti-terrorism struggle. He emphasized that during the previous joint meeting–the Armenian delegation had certain success. Reporting that the forum will also be attended by the parliament heads–Vahan Hovhannissian said–"We hope that carried out work is not to be lost."
