President Signs Decrees Establishing Government’s Structure

YEREVAN (Noyan Tapan)–On March 16–President Robert Kocharian signed a decree establishing the structure of the government of the Republic of Armenia.

The following structures of the government have been established: National Security–Health–Trade and Economic Development–Justice–Foreign Affairs–Nature Protection–Agriculture–Energy–Education & Science–Culture–Youth Affairs and Sport–Interior–Defense–State Property Management–State Revenues–Social Security–Transport and Communication–Urban Development–Finance and Economy–Territorial Administration and Coordination of Infrastructure Activities–and Minister-Chief of Government Staff.

The decree also mentions that the following bodies of state administration attached to the government will function before the end of the process of reforms of the system of state government: State Committee of Realty Cadaster–Department of State Control over Nuclear and Radiation Safety of Use of Nuclear Energy–Emergency Management Administration–State Customs Committee–Department for Migration and Refugee Affairs–State Public Health Agency–Agency for State Purchases–State Committee of Water Resources Management–National Service of Seismic Protection–Department for Standardization–Metrology and Certification–Head Department of Civil Aviation

The decree made by the president on July 25–1995 "About the Establishment of the Armenian Government’s Structure about the Order of its Activities" along with further changes and additions were recognized as invalid.

According to the Armenian Presidential Press Service–on the same day Kocharian signed a decree about the establishment of the order of activities of the government.

The decree of the republic’s president proceeds from the laws "On civil service" and "On state administrative establishmen’s".

The order of the government’s activities is organizational basis of exercising powers invested in the government–the order of organization of government activities–preparation and convocation of meetings–decision making and enforcement.

Proceeding from the laws "On civil service" and "On state administrative bodies"–on March the president also signed decrees on making amendmen’s to the decrees of the president of May 6–1997 about state administration in the city of Yerevan and in Armenia’s regions.

The changes and additions are aimed at carrying out structural reforms of the system of state administration and introduction of the system of civil service. They regulate the activities of the staffs of Yerevan’s mayor’s office and regional administrations–as well as issues connected with civil service.
