Rustamian Emphasizes Prevention of Azeri Disinformation

YEREVAN (Noyan Tapan)–PACE Monitoring Commission member Armen Rustamian told reporters on April 29 that member of the PACE Commission on Legal Issues–representative of Sweden Garan Magnusson has put a document into circulation in which Nagorno Karabakh is viewed as "a zone of absolute lawlessness."

Rustamian pointed out that the document–called "Illegal Zones In The Territories Of The CE Member-Countries" tries to classify the existing conflicts in the given territory and find legal ways of settlement. According to him–the classification of conflicts is conventional and it is wrong to view Karabakh as a zone of lawlessness. Rustamian emphasized that most of the human rights violations proceed from the fact that the international community has not recognized Nagorno Karabakh yet.

Before the discussion of the document at the plenary session of PACE–the Armenian side will present its approaches based exclusively on facts. It was proposed that Magnusson visit Nagorno Karabakh and study the human rights situation first hand.

Rustamian pointed out that the PACE monitoring group’s visit to Nagorno Karabakh–which had originally been scheduled for April 8-13–is now suspended. The official reason for the failure of the group to visit Nagorno Karabakh was the statement of one of the group members–a representative of Azerbaijan–about his being technically unable to participate. According to Rustamian–"the foiled visit paves the way for the appearance of similar documen’s and enable them to speak about things that don’t correspond to the facts." He pointed out that the Armenian delegation to PACE must use any occasion to invite as many people to Karabakh as possible to stop Azeri attempts of misinformation to the international community.
