Kocharian Attaches Importance to CST

YEREVAN (Noyan Tapan)–President Robert Kocharian said during his speech at the May 14 at opening of the tenth session of the CST Collective Security Council in Moscow that the military and political cooperation within the framework of the Collective Security Treaty (CST) was a necessary and justified model in the post-Soviet territory–which was and still is a very important factor of guaranteeing security in the region. President Kocharian handed over the session’s chairmanship to Russian President Vladimir Putin.

Kocharian pointed out in his speech that the CST signed in 1992 specified the principles of military and political cooperation among the newly independent countries. "Having been dictated by the time and the necessity for a model of military and political integration–the Treaty has periodically appeared as a weighty deterrent in the zone of its responsibility," Kocharian said.

The president characterized the period of Armenia’s chairmanship in the CST Council last year by two circumstances: the principle of practical realization of the collective security system and the September 11 terrorist attacks and their aftermath.

As for the first circumstance–Kocharian called the decision made in Yerevan in May 2001 on the creation of collective quick-reaction forces in the Central Asia region remarkable. As an omission–Kocharian mentioned the circumstances that the order of military management of the Collective Security system has not been formed yet. It should be mentioned that the CST participating countries later made a decision about the establishment of such a body.

In connection with the September 11 terrorist act–Kocharian pointed out that currently the international community is actively searching for ways to quit the current situation. According to the president–today there is a possibility of creating a new system of world security aimed against real threat that would be free of ideological likings. "It is for this reason that I find it correct to strengthen the political component and to give it a status of a regional international organization," said Kocharian.

Presidents of CST member countries also discussed the issue of deeper military and military-technical cooperation. According to President Kocharian–the member countries are going to cooperate in the sphere of production and modernization of military goods and training of military personnel. In connection with the unfolding of the international anti-terror coalition in other regions–the president pointed out that the idea deserves support of the CST members.
