STEPANAKERT (Noyan Tapan)–The heads of rural communities of the Nagorno-Karabakh Republic and members of the Armenian Revolutionary Federation came to quite pessimistic conclusions connected with the Nagorno Karabakh state budget.
Among matters discussed were the uncontrollable shadow economy–and the defective methods of executing the process of privatization. According to David Ishkhanian–a head of the rural community–60-80 percent of the heads of rural communities cannot assume their obligations and authorities do not notice more capable and competent candidates.
Garnik Nalbandian–a lecturer of the Artsakh State University–conditioned the current unfavorable socio-economic situation by the wrong economic policies. According to him–overly tough tax policies are carried out in Artsakh–there is no struggle against corruption–and moreover–such phenomena has already been merged with the authorities.
