OSCE Director Comments on Karabakh Conflict

YEREVAN (Armenpress)–"When the sides of the conflict do not want to reach an agreement–the mediators are not able to do anything," said Director of OSCE Representation in Baku Peter Burhard–referring to OSCE Minsk group’s eight-year efforts directed to the settlement of Karabakh conflict.

According to Azeri mass media outlets–Burhard also said that the main reason of not reaching an agreement concerning this conflict is that the sides do not make mutual concessions and OSCE only gives a possibility to hold negotiations. According to him–OSCE Minsk group co-chairmen do not have a mandate of negotiation participant and their role comes to mediation only.

Concerning the application of sanctions against any side–Burhard said that OSCE’s possibilities in this sphere are restricted.
