Georgian Official Explains Why Virk Was Denied Registration

TBILISI (Armenpress)–The justice ministry of Georgia moved quickly to justify the denial to register the Virk party–which unites Armenia’s in the southern province of Javakhk.

A senior official of the justice ministry was quoted by Prime News agency saying that the ministry refused to register the ethnic Armenia’s’ party because of a number of mistakes in the documen’s presented by the party yet in 1999.

The official–Bondo Alasania–argued that the identity of the head and secretary of the party were not approved by notary and their signatures were missing in the documen’s of the founding assembly of the party.

Alasania also argued that the establishment of a regional party runs counter the 6th article of the law on citizens’ political unions. Virk party could appeal against the refusal–but it didn’t–he said.

David Rstakian–the leader of the organization–was quoted earlier this week by the Georgian Prime News saying that the explanation of the justice ministry was "invented," as the organization has set up chapters across the country. Rstakian argued that the denial might have been prompted by several provisions in the party’s program which call for granting the mostly Armenian populated region an autonomy. He went on to say that a demand for autonomy did not mean a separatism drive to secede from Georgia.

"The life dictates that sooner or later Georgia will have to agree to a federative composition of the country and Javakhk must become one of its subjects," Rstakian was quoted as saying.

Rstakian also downplayed apprehensions that if granted autonomy Javakhk may later put forward a demand for uniting with Armenia. "All Armenia’s in Akhalkalaki and Ninotsminda (the two regions with mostly Armenian populations) are citizens of Georgia," he said. Rstakian said the party would be convening a congress soon to outline its strategy and future activity plans.
