Coalition Plan of Action Passes Armenia’s Parliament

YEREVAN (Combined Sources)–In the absence of a vote of no confidence in the executive–the Armenian coalition government’s four year plan of action–presented to the National Assembly (parliament) on Thursday for approval–gained automatic approval by the Parliament on Friday.

The program is an amalgamation of the election platform of President Kocharian and the parliamentary-election platforms of the three political parties in the governing coalition: the Republican Party of Armenia (HHK)–the Armenian Revolutionary Federation (ARF–or Dashnaktsutiun)–and the Orinats Yerkir party.

It promises sweeping reduction of widespread poverty and calls for increased government spending on education–health care and social programs.

The program also includes a provision pressed forth by the ARF for tough government crackdown on rampant corruption. It makes clear that the anti-corruption campaign must be viewed as a priority by the government and that the way to conduct that campaign is by reforming the socioeconomic and state-governance systems.

Based on a sustained annual GDP growth of at least 6 percent–the program calls for a reduction in the number of families living under the poverty line from the current 50 percent to 35 percent–doubling of public sector employee wages–and increasing pensions and social benefits.
