Statement on Recent Turkish Diplomatic Efforts

In recent weeks–Turkey’s government–via diplomatic efforts and PR mechanisms–is attempting to create the false impression that it has initiated the normalization of relations with the Armenian people and Armenia–even to the extent of the opening of territorial borders with Armenia.

At the same time–Turkey’s authorities–in their official statemen’s not only continue to deny the reality of the Armenian Genocide and Turkey’s responsibility for the planning and execution of the first genocide of the 20th century–but they have also given new impetus to their anti-Armenian policy through the inclusion of the denial of the Armenian Genocide in their country’s school curriculums–thus exposing once again the true nature of their actual intent.

The false goodwill on the part of the Turkish authorities exposed its true nature on June 27 when Turkish Prime Minister Erdogan announced that his government supports the improvement of relations with Armenia–on the condition that Armenia and the Armenian people abandon their pursuit of international recognition for the Armenian Genocide.

The ARF has on numerous occasions announced that it supports the establishment of normal relations between Armenia and Turkey–but that this can come about only when Turkey accepts the historical truth. Armenian-Turkish dialogue can bear results only when Turkey accepts the fact of the Armenian Genocide–which is not an object of negotiation. No Armenia-Turkey–or Armeno-Turkish–dialogue has any future prospect as long as Turkey continues to take sides on the question of Artsakh [Karabagh] and does not lift its blockade of Armenia.

Although we accept the necessity of healthy dialogue between two sovereign states–it nevertheless remains impossible to exclude from the context of Armenian-Turkish relations the recognition of the Armenian Genocide and the affirmation of Turkey’s responsibility. Therefore–that matter inevitably remains on Armenia’s foreign policy agenda.

The ARF is also convinced that Turkey’s diplomatic and PR efforts of recent weeks and apparent "Armenia-friendly" about-face are merely an attempt to create the illusion of goodwill for the benefit of the United States and the European Union. Armenian organizations and institutions have an obligation not to fall into this Turkish trap.

We are certain that to counter these Turkish deceptions the Armenian side will take actions faithful to principles espoused until now–in line with the determination to persistently ensure that Armenia’s and Armenian interests are defended.
