Karabagh Marks 10th Anniversary of Foreign Affairs Ministry

YEREVAN (Armenpress)-Armenian Foreign Affairs Minister Vartan Oskanian traveled with a delegation of six foreign Ambassadors to the capital of Mountainous Karabagh Republic (MKR) on Monday to celebrate the 10th anniversary of the establishment of MKR’s foreign affairs ministry.

MKR president Arkadi Ghukasian–who also served as the first foreign minister of Karabagh–along with members of MKR’s central administration and its permanent representatives to foreign countries–greeted the delegation.

MKR foreign minister Ashot Ghulian summarized the Ministry’s achievemen’s in the past decade–stressing that MKR has succeeded in carrying on an independent and active foreign policy. The main goal of Karabagh’s citizens–said Ghulian–is for MKR to gain international recognition. "The international community must not ignore Karabagh," said the foreign minister.

Oskanian said that the 10th anniversary meeting is historical and advancemen’s made concerning MKR cannot be reversed.

The MKR Ministry of Foreign Affairs was established on July 23–1993 by decree of the chairman of the Karabagh State Committee for Defense (SCD). Ghukasian–who was then an advisor to the SCD–was appointed Minister of Foreign Affairs. In 1997–after Ghukasian was elected president–Naira Melkumian became the foreign minister. In 2002–Ghulian took over the post.

At the climax of the war for independence in 1992–the establishment of the MKR Ministry of Foreign Affairs became a necessity in order to represent and protect the interests of the young state internationally. The diplomats will continue their meetings though July 30 and are expected to renew a memorandum of cooperation between the foreign minister of Armenia and MKR.

MKR has permanent representations in Russia–France–USA–Armenia–the Near East–and Australia–to protect the interests of MKR in resident countries–assist in attracting investmen’s–establish relationships with the Armenian Diaspora–and help to implement humanitarian programs in MRK.
