Oskanian Says Never Been So Close to a Peace Agreement

VIENNA (Combined Sources)While addressing the OSCE Pemanent Council Tuesday, Armenia’s foreign minister Vartan Oskanian announced that the sides had not been so close to a resolution to the Nagorno-Karabakh conflict. I have been foreign minister for nine years and before that, for five years, I was the lead negotiator on behalf of Armenia. I have seen all proposals put forth by the mediators. I can assure you that we have not been so close to a resolution [as we are right now], Oskanian told the international gathering. He said that the current proposal was quite balanced. It provides all sides with something and does not allow any side to maximize on matters, said Oskanian, expressing hope that the process would continue. Oskanian also announced that he would be traveling to Belgrade, where he will meet his Azeri counterpart Elmar Mammedyarov. On Monday, Oskanian met his Viennese counterpart Ursula Plasnik and discussed relations between the two countries. Plasnik said appointment of an ambassador to Armenia with a residence in Vienna would enhance bilateral ties. The two leaders discussed the parliamentary elections in Armenia. Plasnik said holding fair elections was important. She said her country was planning to send observers. Oskanian reconfirmed Armenia’s desire to hold fair elections, for which there are all conditions. Oskanian then presented the latest developmen’s in the Nagorno-Karabakh conflict resolution process. Meanwhile in Baku, Mammedyarov met with a senior official of the US State Department and discussed the Karabakh conflict reolution process. The Azeri minister told Tamara Fitzgerald that the conflict must be settled based on international norms and the principle of territorial integrity of his country. Fitzgerald said the US wanted a quick resolution to all regional conflicts.
