ARF Will Do Everything to Guarantee Government Reforms, Says Hovannesian

YEREVAN (Armenpress)-The Armenian Revolutionary Federation will do everything it takes for the governing coalition to successfully implement the reforms laid out in its compact, Head of the ARF’s Parliamentary bloc Vahan Hovannesian said during a press conference on Thursday.
Hovannesian, who is also a member of the ARF bureau, told reporters that he would be very worried if the coalition were unable to carry out these changes.
There are some opposition forces that believe that the worse this government does, the better, Hovannesian said, noting that these forces do not want the coalition to make the reforms.
The possibility of calling snap parliamentary elections should only be considered if the governing coalition fails to justify itself and implement its goals, which were laid out in the coalition agreement signed on March 16.
When asked about the recent decision by the ARF World Congress to elect the parties parliamentary deputies to the Bureau, Hovannesian explained that the party would decide who would replacing those deputies by the end of next week.
The new ARF ministers must be young and experienced, he noted, adding that their activities will further improve the ministries they sere in, as well as the overall activities of the government.
He did not exclude the possibility that the ARF Supreme Council of the ARF of could appoint non-party members to the vacant posts.
"It is not excluded but we must first study the list of candidates from among our ran’s." Hovannesian explained, assuring the reporters that some of the possible names already mentioned in the press will be confirmed soon.
He was asked why the three ministers, who earlier this week were elected to the Bureau, would resign their posts, when he served as Deputy Parliament Speaker during his previous term on the Bureau, Hovannesian clarified that the job a parliament member and a minister differed.
“One is free to carry out political activity, the other not. A member of Parliament engaged with legislative activity has political responsibility and conducts political activities. A minister who serves in the Executive Branch cannot veer outside of the government program,” explained Hovannesian.
A source in the party’s Supreme Body in Armenia’said Ruben Hakobian was expelled for violating Dashnaktsutyun’s statutes, but refused to give details.
According to Hovannesian, Hakobian has twice asked the Supreme Body to terminate his membership. “The requests could have been granted and he could have willingly left the party,” Hovannisian told reporters. “But in the process he has been involved in some anti-party activities. This is my presumption.”
