Minsk Group Does Not See Karabakh Under Azerbaijan, Says Manoyan

YEREVAN (Combined Sources)–Azerbaijan and Turkey are claiming that the Minsk Group process has exhausted itself because they realize that the OSCE Minks Group co-chair countries–the US, France, Russia–have concluded that Karabakh cannot be under Azeri jurisdiction, announced Armenian Revolutionary Federation Bureau’s political director Giro Manoyan during a press conference Tuesday.

Manoyan attributed the Co-Chairs’ conclusion to the systematic negotiation process taking place for 10 years under the auspices of the OSCE Minsk Group.

The political director said that recent diplomatic posturing in the international arena demonstrated that the foreign policies of the three countries favor the right to self-determination of peoples.

Manoyan said the fact that the US and France have recognized Kosovo’s independence and the recent Russian recognition of South Ossetia and Abkhazia clearly demonstrated that the three countries supported a people’s right to self-determination over territorial integrity issues–a principle Azerbaijan insists should guide the peace process.

“The three co-chair countries have confirmed that the principle is recognized by international law,” said Manoyan adding that if the negotiation process does not yield results, Armenia’should recognize the independence of Nagorno-Karabakh utilizing the aforementioned recognitions as precedence.

Manoyan went on to explain that despite a recent strain in US-Russia relation, there was has been no rift in the position of the two countries regarding the Karabakh issue. The mediators, he said, will continue to stress the necessity of resolving the Karabakh conflict peacefully.

Speaking about recent developmen’s in Turkish-Armenian relations, Manoyan said that Turkey could take very quick steps to demonstrate its commitment toward normalizing relations with Armenia. One such step would be the opening of the border, which it has blockaded since 1993.
