OSCE Chairman Saw no Political Will in Baku, Says Nalbandian

YEREVAN (ArmRadio)—Armenia’s Foreign Minister Eduard Nalbandian said Wednesday a proposal by the OSCE Chairman-in-Office, Audronius Ažubalis, asking Karabakh to unilaterally withdraw its snipers form the line of contact, was not made in Azerbaijan, because Ažubalis did not see the same constructive political will in Baku.

The proposal by new OSCE Chairman-in-Office caused concern among public and political circles in Armenia. Ažubalis did not make the same statement in Azerbaijan, which constantly deploys snipers against Karabakh forces at the contact line.

“OSCE Chairman-in-Office did not make that same proposal in Baku, because he saw no political will and constructive approach there. With the help of Armenia he is trying to achieve some positive progress toward that end,” explained Nalbandian who added that Azubalis is convinced “that Armenia is against any use of force or the threat of force,”

“Taking into consideration that it’s Azerbaijan that has been refusing to accept the proposal to pull back its snipers from the line of contact, it’s first of all necessary to work with Azerbaijan rather than Armenia or Karabakh, which have already accepted the suggestion,” said Nalbandian, speaking at the National Assembly.

Meanwhile, Foreign Ministry spokesman Tigran Balayan said Wednesday that Armenia was closely monitoring the developments in Libya, and in the Middle East.

“That region is quite close geographically to Armenia, there are sizeable Armenian communities in those countries, Armenians have traditional friendly ties with the people of that region,” said Balayan who said Armenia was “for the resolution of all issues through dialogue, negotiations and national solidarity.”

Balayan expressed Armenia’s readiness to send humanitarian assistance to Libya if the situation warranted.
