DEAUVILLE, France—Presidents of US, France and Russia, in a statement issued on during the G8 Summit on Thursday, urged Armenia and Azerbaijan to finalize the “Basic Principles” of the Karabakh conflict resolution during a presidential meeting next month.
Presidents Barack Obama, Nicolas Sarkozy and Dmitry Medvedev said delaying the process “would only call into question the commitment of the sides to reach an agreement.”
Below is the text of the joint statement:
We, the Presidents of the OSCE Minsk Group’s Co-Chair countries — France, the Russian Federation, and the United States of America — are convinced the time has arrived for all the sides to the Nagorno-Karabakh conflict to take a decisive step towards a peaceful settlement.
We reiterate that only a negotiated settlement can lead to peace, stability, and reconciliation, opening opportunities for regional development and cooperation. The use of force created the current situation of confrontation and instability. Its use again would only bring more suffering and devastation, and would be condemned by the international community. We strongly urge the leaders of the sides to prepare their populations for peace, not war.
As a result of efforts by the parties and the Co-Chair countries at all levels, significant progress has been made. The latest version of the Basic Principles, as discussed in Sochi on March 5, lays a just and balanced foundation for the drafting of a comprehensive peace settlement. This document, based on the Helsinki Final Act and elements outlined in our joint declarations in L’Aquila in July 2009 and Muskoka in June 2010, provides a way for all sides to move beyond the unacceptable status quo.
We therefore call upon the Presidents of Armenia and Azerbaijan to demonstrate their political will by finalizing the Basic Principles during their upcoming summit in June. Further delay would only call into question the commitment of the sides to reach an agreement. Once an agreement has been reached, we stand ready to witness the formal acceptance of these Principles, to assist in the drafting of the peace agreement, and then to support its implementation with our international partners.

It feels as though I’ve heard this speech before. It’s a speech that has been delivered every 6-9 months for the past decade. If the Minsk Group is sincere in wanting to see tangible results, they should pressure the Azeri government to eliminate their sable rattling and recognize that Karabakh has never been part of an independent Azerbaijan.
please can any one explain to me what is ths basic principles for nagorno karabagh
1. The right of a people to self-determination = Residents of Artsakh voting whether they won’t to govern themselves or fall under Azeri rule. (what we want)
2. Territorial integrity = Azeri land is “occupied,” and that’s illegal. (what Azerbaijan wants)
3. Non-use of force. (what the international community wants)
# 1 and 2 don’t mix.
The United States and France are only pro-muslims.
They won’t stand for the rights of Armenian population: they just want oil , as you can see now in Lybia.
For Kosovo, self-determination was ok, for Nagorno Karabagh not?
Dear Armenians, you must now be ready for another war, because the world’s leaders, ready to bring Gen. Ratko Mladic to tribunal for genocide in Srebrenica, and not ready to recognize Armenian Genocide, are turning their back to Armenia again!
As Monte “Avo” Melkonyan said, there is a time for politics and intellectual discussions: the next time will be the one to bring the rifle to assess Armenian’s rights of self-determination: I don’t trust a penny these world’s leaders.
I agree with you 100% aper. The US and France as well as the UK have been so over run with Islam, they do not stick up for the Christian or the European anymore, but rather only care about oil and keeping themselves “politically correct”! Armenia relied on the west and that is why the 1915 genocide occurred. We now have learned that no one is going to help us but ourselves, and if America and the EU doesn’t llike us being friends with Iran and Russia, TOUGH!! The Americans, NATO , EU did NOTHING while Russia took 25% of Georgia in a few days, and Georgia is supposed to be an american ally, a nato candidate, why on earth would they help Armenia?? We have no oil, we do not control the industries like the Jews. Like you said well, Muslim turkic kosovo can be free, but not ancient christian artsakh?!? I say, Armenia should do whatever it can to secure her independence and prosperity, and not care about anything America, the EU, NATO, Minsk Group or anyone else says. We should NEVER rely on anyone but ourselves again (like the jews) so that way 1915 never happens again, and those who died for Artsakh did NOT die in vain! All the best. God Bless Armenia and ALL Armenians.
