BAKU—At what was described as the largest military parade in Azerbaijan since the Soviet Union, Azeri president Ilham Aliyev on Sunday reiterated his intentions to reclaim Karabakh “by any means.”
“I am absolutely confident that our territorial integrity will be restored by any means. But we must be twice as stronger to achieve this,” he said.
Aliyev stressed that his country intends to continue diplomatic efforts to maintain its territorial integrity, but noted that Azerbaijan still lives in a “state of war.”
The president said that in the past few years Azerbaijan’s military spending has increased dramatically from $160 million in 2003 to $ 3.3 billion in 2011
He added that the military budget will remain the top priority of his country, until Armenia abandons “the lands of Azerbaijan” and signs a peace treaty.
“Nagorno-Karabakh has always been one and still remains an age-old Azerbaijani land. It is only temporarily under occupation, but this occupation cannot last long,” he added.

Let Aliyev fantasize about war while pilfering all that oil wealth to build up his army for a war he knows he cannot win while enriching weapons purveyors. He says ‘..we must be twice as stronger…’ while knowing full well that it is not just weapons that win wars, it is determination to defend the Armenian homeland is why he will never win. Why did he lose the first time, what was he lacking? This time it is going to be all the way to Baku to the east and Nakhichevan to the west, just let him try.
At some point, it would make a lot of sense for Armenia or Artsakh to preempively strike certain Azerbaijani targets, especially those that are huge revenue sources such as oil and gas lines. To me this seems to be the biggest problem. Without the money, azeris would be forced to reconcider their position. As long as Azerbaijan threatens Armenia’s and Artsakh’s security, these actions would be justified. This should be priority number one. Once the source of this problem is eliminated, peace in the region would be more attainable.
Keep squandering your country’s Oil revenues on hardware. You may or may not use it, but in the end, you will be left with obsolete but very expensive and out of date rusting equipment and your country, one foot in the stone age. Every dictator has been able to easily hide the skimming and the stealing more easily by claiming military expenditures. The day will come when the Azery people will realize that the Alyev clan has stolen all the money and really did not spend all that much on defense. Who is counting? The fox is guarding the hen house.

Aliyev is keeping his people distracted with war so that their anger prevents them from realizing that he and his family are robbing the country blind. Him and his cronies rob the country’s wealth while the poor are distracted by the war… a domestic divide and conquer policy if you will. I don’t really think he cares for the Artsakh/nagorno area other than that.
