YEREVAN (ArmRadio)—Negotiations to resolve the Nagorno-Karabakh conflict should be held between the Nagorno-Karabakh Republic and Azerbaijan, said the Legal Adviser to the Assembly of Azerbaijani Armenians.
At a press conference Wednesday, Andreas Ghukasyan said that Armenia and Azerbaijan should hold direct talks to discuss matters concerning the two states, but issues related to Nagorno Karabakh and Azerbaijan must be discussed by those two.
Ghukasyan was critical of the OSCE Minks Group process, saying the group should take responsibility for its approaches, which have been wrong.
“Today’s format of the Karabakh conflict resolution makes the status of the Nagorno-Karabakh Republic dependent on Azerbaijan’s consent,” said Ghukasyan adding that the format should be changed and the issue should be transferred to a different platform.
Ghukasyan believes that the Minsk Group is not the only format for settlement. “The legal status of Nagorno Karabakh is a human rights issue, and the OSCE states have a collective duty to respect that right. That means that the status of the Nagorno-Karabakh Republic can be recognized in another format without Azerbaijan’s consent,” he noted. The expert says that international law envisions at least six formats for solving such conflicts.
As for the OSCE, Ghoukasyan said, “the only thing the OSCE has to do is to accept that its approaches have been wrong from the very beginning.” According to him, the activity of the OSCE Minsk Group has pursued only one purpose over the past 20 years – to legalize the Republic of fascistic Azerbaijan within the borders of the Soviet Socialist Republic.
”This process takes us to a failure,” Ghukasyan said, adding that the Karabakh conflict does not affect the settlement of the Karabakh issue, while the Armenian side fully depends on the resolution of the issue.
“Today, when the position of Azerbaijan is clear to everyone, the fate of the region depends on the political will of Armenia, Nagorno Karabakh Republic and the OSCE Minsk Group co-chairing countries. Today’s developments lead to a war. However, there is still an opportunity to stop and search for a way to peace,” Ghukasyan stated.
Andreas Ghukasyan says the Minsk Group has driven the issue of restoration of human rights into the background and throughout these years it has never proposed any mechanism of restoration of the rights of Armenian refugees or reimbursement.
