MOSCOW (Moscow Times)—The leaders of the Collective Security Treaty Organization decided Tuesday that permission from all member-states would be required for stationing military bases of non-member states on their territories.
Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan comprise the CSTO, whose decision Tuesday was hailed as proof that the alliance was committed to protecting each other’s collective security
“The decision we have made with regard to military bases of a third country is very important for the consolidation of positions within the CSTO. It is an important aspect, on which all the parties have reached an agreement. I would like to draw your attention to this fact and thank everyone who has contributed to it,” said Russian President Dmitry Medvedev.
The meetings’ participants stated that since its establishment 10 years ago, the organization has become a powerful bloc, which ensures security across Eurasia. The priority areas for the organization are fighting against drug trafficking and terrorism, as well as further strengthening of the collective rapid response forces.
“The presidents have approved the program to equip the collective rapid response forces. These forces will be expanded to include anti-drug units from all member states. Apart from that, we have agreed on joint action to be taken in the event of man-made and natural. In general, in my opinion, the meeting has provided a strong impetus for the organization’s development in every direction,” said the CSTO’s Secretary General Nikolai Bordyuzha
The CSTO member-states also stressed that deployment of anti-ballistic missile systems in Europe without taking into account the CSTO interests would affect the stability of the continent.
The leaders of CSTO states deemed it unacceptable for states or a group of states to deploy ABM systems without taking into consideration the interests of other states and without providing them with legally binding guarantees that these systems will not be targeted against them.
The group referred to the United States, which is actively deploying components of an ABM system in Europe saying that US is disregarding the warnings of violation of strategic balance of powers.

A very intelligent and far reaching agreement. The more unity there is in the CSTO, the more secure and prosperous each individual member becomes, granted that all members be treated equally regardless of military or economic might. A unified and polished CSTO would make each member state a force to be reckoned with through a unified front.

This unfinished sentence in the article perhaps means “… of man-made and natural disasters.”
What is worrying is the man-made disasters. This probably means terrorist attacks!!!
