Azerbaijan Agrees to Troika

YEREVAN (Noyan Tapan) — Azeri President Gaidar Aliyev agreed to the proposal of appointing three co-chairmen to the Minsk Group of the Organization for Security and Cooperation in Europe–namely Russia–the United States and France.

Aliyev agreed to the proposal during a telephone conversation with French President Jacques Chirac on Monday. Armenia had agreed to the proposal earlier. A Russian Foreign Ministry official told Radio Liberty last week that it did not oppose adding the United States as the third co-chairman.

Observers believe that Russia–the US and France will reach a settlement on Nagorno-Karabakh soon. OSCE officials reported that an agreement is likely to be signed by the end of February–in order for the talks to resume.
