Turkish Officials Reveal Ter Petrosyan Aliyev Agreement Details

ANKARA (Marmara)–In an interview with Hurriyet Daily–Turkish deputy Prime Minister Bulend Ecevit and Foreign Minister Ismail Cem revealed the details of an agreement reached between Levon Ter-Petrosyan and Gaidar Aliyev in Strasbourg earlier this month.

According to the Turkish officials–who called the agreement pleasing to Turkey–Ter-Petrosyan and Aliyev agreed that Armenia would leave the Azeri firing points of Kelbajar–Fizouli–Koubatle–Jebrail–Zangelan and Aghdam. Accordingly–Azeris would then repopulate the areas. As for Shoushi and Lachin–according to the deal struck between Ter-Petrosyan and Aliyev–the two regions would be placed under Organization for Security and Cooperation in Europe peace keeping forces.

In regards to the political status of Karabakh–the Turkish officials said that the Strasbourg agreement called for a later discussion of the issue. The agreement also calls for the removal of the blockades in the region–and the establishment of diplomatic relations.

Ter-Petrosyan and Aliyev announced their commitment to the negotiating process in Strasbourg–however neither commented on the details of this agreement–which resembles the stage by stage format of previously proposed peace settlemen’s.

In their turn–the Turkish officials said the only obstacle hindering Turkish–Armenian relations was the Karabakh issue. According to them–the only things standing against this "development" is the leadership of Karabakh–which is–per the Turkish officials–being pressured by the West to resolve the issue.

Cem again stressed that upon the resolution of the Karabakh conflict–Turkey would immediately open its borders with Armenia.
