OSCE ODIHR Observers Ask to Examine Returns

YEREVAN (Noyan Tapan)–The Central Electoral Commission summarized its final election returns Monday formally announcing Robert Kocharian as President of Armenia.

CEC Chairman Khachatur Bezirjian said that representatives of the Office for Democratic Institutions and Human Rights of the OSCE had asked the commission to provide it with an opportunity to examine documen’s received from certain election commissions. Trudy Hughes–an OSCE/ODIHR representative–who attended the meeting–explained their belated statement by the intention of observers to continue with their mission. However–the CEC failed to meet the observers’ request.

Bezirjian pointed out that the OSCE/ODIHR Observation Mission had earlier applied for permission to examine documen’s received from some election commissions of Yerevan’s five districts. Nevertheless–the mission lacked consistency in regard to their proposal within the five days after the election–a period stipulated by the law–although Bezirjian himself had instructed the Yerevan Regional Commission chairman to provide all kinds of assistance to the observers. After election returns had been finalized–all relevant documen’s were sent to the archives–added Bezirjian.
