Azerbaijan Refuses to Sign Environment Memorandum

YEREVAN (Noyan Tapan)–The Ministry of Foreign Affairs of Azerbaijan refuses to sign a trilateral memorandum (Azerbaijan-Georgia-Armenia) on cooperation in developing and implementing a joint project on the monitoring of River Kura–Azeri sources said–adding that in consequence Azerbaijan has already lost 1.3 million ECU–the sum the TACIS Program of the European Union plans to issue under the pilot project of studies of the Kura this year.

The same sources say the implementation of the given project does not seem possible without Armenia’s involvement as the basic source of pollution (40 percent) comes from River Arax that flows via Armenia into the Kura. The fact that Azerbaijan is a kind of link between the two neighboring republics necessitates Azerbaijan’s signing the document (Armenia and Georgia have no common water channels).

Thus–Azerbaijan was deprived of the up-to-date laboratory equipment required for monitoring for the purchase of which TACIS had intended to make investmen’s.
