Representatives of Regional Election Commissions Meet

YEREVAN (Noyan Tapan)–Provisions of the new Election Code were explained in detail to representatives of regional election commissions during a seminar held Monday by the International Foundation of Election Systems jointly with the Central Electoral Commission.

Chairman of CEC Khachatour Bezirjian said that the new election code includes provisions on voting of citizens who have no permanent residence–as well as citizens who are in custody–which were not available in a previous code. According to Bezirjian–people without residency now have the right to participate in the elections–if they prove their status of permanent resident. As for persons who are currently in custody–Bezirjian said–that there are some technical difficulties in organizing their voting.

CEC Chairman’said that refugees who have Armenian citizenship may vote according to general rules.

Voter registers will be input into computer database–which–according to Bezirjian–will significantly facilitate the control of voting process.

OSCE expert Kamen Ivanov positively assessed some of the new election code’s provisions. He–in particular–praised the restoration of the institute of local observers.

The next seminars are supposed to be held for representatives of regional and district election commissions which are to be formed soon in accordance with the new code.
