Oskanian Says Karabakh Document Will Not be Signed in Istanbul

YEREVAN (Noyan Tapan)–"No document on Karabakh will be signed at the OSCE Summit in Istanbul," Armenian Foreign Minister Vardan Oskanian told reporters November 16–"but Karabakh will be mentioned in a general declaration."

He confirmed that his meeting with Speaker of the Parliament Armen Khachatrian and Chairman of the Parliamentary Standing Foreign Relations Committee Hovhannes Hovhannissian was also focused on the coming OSCE Summit. Oskanian pointed out that during the meeting–cooperation between the Foreign Ministry and the Parliament was also discussed. As for the possible course of the summit–Oskanian made the following forecast: it will be held in normal atmosphere–and no shocks threaten the Armenian side.

Hovhannissian also believes that no serious document on Karabakh will be signed in Istanbul–but a general resolution not containing any conceptual points will be adopted. According to him–the Armenian Parliament is concerned that "behind-the-scenes pressure" may be exerted on the Armenian delegation in Istanbul. The OSCE Minsk Group co-chairmen are interested in settling the problem as soon as possible–recognizing that many new similar problems are constantly arising all over the world.
