Karabakh ARF Critical of Ghoukasian Administration

STEPANAKERT (Haykakan Zhamanak)–The Nagorno-Karabakh branch of the Armenian Revolutionary Federation is increasingly critical of the enclave’s authorities. This could set off "serious political processes" in Stepanakert. Its newspaper "Aparazh" is increasingly outspoken in its attacks on the administration of Arkady Ghukasian. An editorial in its latest issue says Ghukasian lacks skills to lead Karabakh–is unwilling to change the flawed political system and respect freedom of speech and assembly. Ghukasian–the ARF paper said–is now relying on close associates of former General Samvel Babayan.
