Rushailo Says Russia Ready to Be Guarantor in Karabakh Conflict Settlement

YEREVAN (Noyan Tapan)–Russia is ready to be a guarantor in the settlement of the Karabakh conflict. However–the Russian side believes that the final resolution must be achieved only by the presidents of Armenia and Azerbaijan–said Vladimir Rushailo–the secretary of the Security Council of the Russian Federation–at the meeting with Azerbaijani President Heydar Aliev.

As RIA "Novosti" reports–Rushailo stressed that no one can know what is acceptable and unacceptable in this issue better than the heads of Armenia and Azerbaijan. He said that Russia will support the decision made by the heads of the two states. Rushailo agreed with Aliev that the normal work of the summit of the "Caucasian 4" (Russia–Azerbaijan–Armenia and Georgia)–the preparation for which was specifically discussed in Tuesday’s meeting–is impossible without the settlement of the Karabakh issue.

Aliev–in his turn–noted that the cooperation of the four states assumes normal mutual relations in all spheres–and this is "impossible if two of the four countries are in a state of military conflict."
