Baku May Negotiate with Karabagh ‘If Armenia Withdraws’

BAKU (PanARMENIAN.Net)–Baku-based Zerkalo newspaper reports that Azeri foreign minister Vilayat Guliyev announced official Baku would consider talks with Nagorno Karabagh–"If Armenia withdraws and does not interfere in the negotiation process."

Guliyev was apparently responding to Nagorno Karabakh President Arkady Ghukasian’s recent comment that–"In the event that Nagorno Karabakh is included in the negotiation process as a party to the conflict–the conflict can be settled very quickly."

According to Zerkalo–it is the first time a senior Azeri official has made such an announcement; the newspaper questions whether the commen’s was a "spontaneous act" by the minister or a change in the Azeri government’s policy on Karabakh conflict’s settlement negotiations–noting that the details will most likely emerge after presidential elections in Azerbaijan.
