STEPANAKERT (PanArmenian)–Nagorno Karabakh President Arkady Ghoukassian, citing the need to dispel rumors and innuendo, at a press briefing Wednesday announced that he will not seek a third term in office. Ghoukassian explained that the circles circulating these rumors have insinuated that the draft constitution, adopted late last week by the Karabakh parliament, was being put forth for the very purpose of allowing the president a third term in office. "I would never react to such insinuations except for two reasons: the image of the Nagorno Karabakh Republic as a democratic state and the fundamental importance of a constitution for the survival out our state," commented Ghoukassian. "I deeply regret that my views are being distorted. I assure you, I have no intention to run for President for a third time even if the constitution provides that right. As an individual and as the president, I have done my utmost to make the process of democratization of our republic irreversible," asserted Ghoukassian. The president stressed that his priority was and has always been attaining international recognition of the Nagorno-Karabakh Republic and the strengthening of the republic’s statehood. He explained that despite many difficulties, during his term in office, he has worked to speed up the process, for which he thanked his supporters and the public for the role they have played in the process. "A constitution is one of the most important conditions in the state building process and all the political forces in our country are unanimous on the issue. During my election campaign I promised to render the essential assistance in the adoption of the law of the land, but unfortunately a number of issues stemming from the conflict resolution process did not allow us to ratify a constitution earlier," explained Ghoukassian.
