Dual Citizenship Law Will No Impact on Elections, Says Karapetian

YEREVAN (Noyan Tapan)–"The adoption of dual citizenship law in Armenia is first of all a moral matter," said Hrayr Karapetian, chairman of the Armenian Revolutionary Federation’s parliamentary bloc at a press conference Thursday, adding that such a law will not impact neither the upcoming parliamentary elections nor next year’s presidential elections. Karapatian emphasized that Diaspora Armenia’s shoul not be penalized for attempting to escape the Genocide and thus, settled in other countries. "If we give them the possibility of receiving citizenship of Armenia together with the citizenship of their native countries, historical justice will have been restored," explained Karapetian, adding that usage of dual citizenship will provide a possibility to those who left Armenia in the 1990’s to return. The ARF bloc chairman’said that dual citizenship would contribute to the growth of investmen’s made by the Diaspora in Armenia, adding that the Diaspora’s economic potential has been used partly up to now. Karapetian also added that dual citizenship would provide constant opportunity to replenish Armenia’s armed forces, as Diasporan Armenia’s may choose to serve in the Armenian Army. Karapetian said amendmen’s to the law on citizenship would be approved by the parliament by the end of February. He explained that the dual citizenship provision should be approved by the legislature, which has adopted constitutional amendmen’s containing this provision. He refuted the opinion that the adoption of the law had political implications and was aimed to influence the upcoming elections. Karapetian reiterated that the adoption of this law can have no impact neither on the parliamentary nor the presidential election results. "If even in a short term a great number of Armenia’s from abroad express a willingness to be granted Armenian citizenship, this procedure will take a rather long time. Furthermore, fewer Armenia’s will come to Armenia to take part in elections," explained Karapetian.
