Oskanian Says Karabakh Self-Determination a Priority

YEREVAN (Yerkir)–Armenia’s priority during negotiations on the Nagorno Karabakh conflict resolution is the issue of Nagorno Karabakh people’s right to self-determination, Armenian Foreign Minister Vartan Oskanian told journalists Friday. He said only after final agreement of this issue it will be possible to refer to other points. “Without solving that issue we will abstain from talks over other subjects,” he underlined. Commenting on Council of Europe’s Secretary Gen. Terry Davis’ statement that he hoped for a resolution of the Karabakh conflict until the presidential elections in Azerbaijan and Armenia, Oskanian noted “it is desirable, but it is difficult to make concrete predictions”. Answering a question about whether the participation of American and Russian Co-Chairs was justified in the negotiation process in the context of their statemen’s on recognizing the territorial integrity of Azerbaijan, Oskanian stated that the mediators were adhering to a common viewpoint concerning Nagorno Karabakh, which is the following: the conflict must be settled through negotiations. “At the same time any solution without any restrictions is possible,” he added.
