Why Was Semneby a No Show to Karabakh? Nobody Knows

YEREVAN (Yerkir)–Neither the Armenian Foreign Ministry nor the Karabakh officials knew Tuesday why the EU Special Representative to Southern Caucasus Peter Semneby cancelled a scheduled trip to Stepanakert.
Armenian Foreign Minister Vartan Oskanian stated that after the cancellation, her did not have an opportunity to meet with Semneby to address the situation. Oskanian added that in the near future an Armenian diplomat will be meeting with Semneby in Brussels, at which time the EU official will be asked to clarify the matter. “When we have any information, it will be possible to comment on that case,” Oskanian stated.
The President of the Nagorno Karabakh Republic Arkady Ghoukasian answering the same question said during his meeting with the EU Special Representative’s advisors they assured that currently Semneby planned to visit Stepanakert.
On Saturday, Semneby left Yerevan for Stepanakert, however, halfway to his destination he changed his route and returned to Yerevan.
No explanations were given to official Yerevan or Stepanakert by Semneby’s advisors Mark Fawcett and Kaupo Kand, who visited Stepanakert instead of Semneby.
Semneby’s representatives met with Ghoukasian Saturday to discuss possible proposals and approaches to expand humanitarian and rehabilitation programs implemented in the region by the European Union.
The advisors assured the Karabakh leader that discussions on confidence-building measures would be addressed personally by Semneby, however, the latter did not show.
